The SRDC will continue to focus on three priorities that impact the sustainability of Southern rural communities, as identified by the Technical and Operational Advisory Committee and approved by the Board of Directors. These priorities are: (1) Develop Pathways to Resilient Communities, (2) Build Strategic Partnerships, and (3) Mobilize Resources around Emerging Issues and Opportunities. The Center will continue to develop pathways to resilient communities through (a) supporting the SERA 47 local and regional foods initiative, (b) increasing broadband access and adoption by working with the National Digital Education Extension Team and 4-H Tech Changemakers, (c) growing research and Extension collaboration around heirs' property issues, (d) examine opportunities to increase rural participation in the 2020 Census, and (e) expanding civil dialogue efforts around race and ethnicity. Under the second priority, Building Strategic Partnerships, SRDC will (a) continue and expand CREATE BRIDGES which is designed to explore opportunities to strengthen rural retail training endeavors, (b) expand rural resources to promote prosperity in partnership with the USDA Office of Partnership and Public Engagement, (c) support leadership development efforts in the Southern Region Program Leadership Network, and (d) coordinate development of the annual Southern Region Community Resource Development Indicators report. For the third priority, the Center will continue to focus on mobilizing resources around emerging issues and opportunities by (a) examining best practices on rural water and sewer infrastructure and (b) assisting with a national scan of priorities for the Extension Disaster Education Network (EDEN).

Target Audience:The primary target audiences for the work accomplished in this effort are the faculty and professional staffs of the southern region's 30 Land-Grant Universities. Other audiences of the program include the partners of the southern Land-Grant University system, including faculty and professional staffs of the Land-Grant University system in other regions of the country, state economic and social development agencies, local community stakeholders, governmental policy makers at all levels, policy analytical organizations, and non-profit and philanthropic organizations. Impacts
What was accomplished under these goals? The Southern Rural Development Center focused on its three overarching priorities (1) Develop Pathways to Resilient Communities, (2) Build Strategic Partnerships, and (3) Mobilize Resources around Emerging Issues and Opportunities. The following accomplishments were achieved related to each: Priority 1 - Develop Pathways to Resilient Communities. (a) SRDC continued to facilitate the work of the SERA 47 local and regional foods initiative as they launched their new five year SERA plan which was approved in fall 2021 with these working groups: Resource Bank, Learning, and Engagement Working Group (increase interdisciplinary and transdisciplinary collaborations and networking efforts among Extension and research food system professionals across the region); Food System Resiliency and Development Working Group (identify current and emerging issues specific to food system development in the Southern region); and Policy, Systems, and Environmental Change Working Group (assess local food system policy, opportunities for expansion, environmental change, and economic development issues, make policy recommendations, and develop best practices for communities across the region). An output from the Resource Bank working group was a repository of Extension/Research resources related to local foods (https://sera-47.extension.org/covid-19-resources/). (b) The Center worked with the National Digital Education Extension Team to develop new curriculum and launch a pilot training to support Extension efforts to advance digital equity. Ten states participated in the initial training (http://srdc.msstate.edu/ecommerce/advancing-digital-access.html). This team has also joined hands with the ECOP Broadband Program Action Team, and as such has developed a Community of Practice and repository for shared resources (https://connect.extension.org/g/broadband-access-and-digital-skills). With NIFA AFRI funding, SRDC also began working in partnership with 1890 LGU colleagues on designing and disseminating tools for helping close the digital divide among underserved communities. The 4H TechChangemaker project was completed in early 2021. (c) SRDC continued to facilitate monthly networking of research, Extension, and non-profits working on heirs' property issues. This year, a subset of this team developed a training curriculum with plans of launching the first training cohort in late 2022/early 2023. Additionally, a NIFA AFRI funded project, "The Racial Wealth Gap, Persistent Poverty, and Heirs' Property: Analysis, Connections, and Solutions" continues to progress. Finally, a group originating from the network is developing a proposal for a multistate project to be submitted at the end of September of this year. (d) The work of examining opportunities to increase rural participation in the 2020 Census was completed in 2020, and the Center continues to help disseminate results from the 2020 Census to inform rural development planning through presentations and briefs on population change. (e) Coming Together for Racial Understanding efforts continue to be a prominent portion of the Center's efforts to expand dialogue efforts around race and ethnicity. Three new states (NE, WV, SD) sent teams to this year's training, and several new models of employing virtual elements have advanced the number of people able to tap training efforts. Additional training was developed specifically to aid leaders both within Cooperative Extension Service and USDA NIFA in helping to adopt and support practices of inclusion. In addition to dialogue efforts through Coming Together, SRDC co-chaired the ECOP DEI Program Action Team seeking to bring together those within the LGU system to share resources and align efforts. Work with this team will continue into 2022-23. (e) SRDC worked with the Community Resource Development State Program Leaders Committee to collect and share impact stories related to how Extension was responding to community needs related to COVID-19. These are posted http://srdc.msstate.edu/measuring_impact/south-initiatives.html. Priority 2 - Building Strategic Partnerships, SRDC (a) continued shepherding CREATE BRIDGES which is designed to explore opportunities to strengthen rural retail which often makes up a large portion of rural employment. Retail establishments were particularly hard-hit by COVID. These regions spanning six states have worked to identify innovative strategies to keep doors open and help rural retail thrive. (b) SRDC has worked in partnership with the USDA Office of Partnership and Public Engagement to refine a grants workshop targeted to low resourced communities and farmers. The curriculum will be unveiled in fall 2022 through a two-day virtual workshop. (c) SRDC had a key role in planning efforts for the annual Southern Region Program Leadership Network Joint Meeting as well as supporting the committees' work throughout the year. (d) SRDC gathered and designed the annual Southern Region Community Resource Development Indicators report (http://srdc.msstate.edu/measuring_impact/south-initiatives.html). Priority 3 - Mobilize Resources around Emerging Issues and Opportunities: The SRDC (a) completed a literature review on water issues in the previous year and contributed to applied research presentations on population change and water systems. This included collaboration with the National Sea Grant Law Center for a model workshop on addressing lead in drinking water to be held in fall 2022. (b) The Center also completed efforts to support the national scan of priorities for the Extension Disaster Education Network (EDEN). One of the new emerging issues in this current year that is being addressed is the need to build capacity on grant writing, especially in under-resourced communities and institutions. Work on developing a curriculum will be continuing into the next fiscal year. Additionally, the Center joined the leadership team for the Interdisciplinary Network on Rural Population Aging to connect applied researchers seeking to inform development and engaged with curriculum development and implementation with the Delta Scholars undergraduate leadership program and the associated Delta Regional Forum.

Target Audience:The SRDC's three priorities, as identified by the Technical and Operational Advisory Committee and approved by the Board of Directors, remain relevant to the South. These priorities are: (1) Develop Pathways to Resilient Communities, (2) Build Strategic Partnerships, and (3) Mobilize Resources around Emerging Issues and Opportunities. The Center will continue to develop pathways to resilient communities through (a) supporting the SERA 47 local and regional foods initiative, (b) increasing broadband access and adoption by working with the National Digital Education Extension Team and 4H Tech Changemakers, (c) growing research and Extension collaboration around heirs' property issues, (d) examine opportunities to increase rural participation in the 2020 Census, and (e) expanding civil dialogue efforts around race and ethnicity. Under the second priority, Building Strategic Partnerships, SRDC will (a) continue and expand CREATE BRIDGES which is designed to explore opportunities to strengthen rural retail training endeavors, (b) expand rural resources to promote prosperity in partnership with the USDA Office of Partnership and Public Engagement, (c) support leadership development efforts in the Southern Region Program Leadership Network, and (d) coordinate development of the annual Southern Region Community Resource Development Indicators report. For the third priority, the Center will continue to focus on mobilizing resources around emerging issues and opportunities by (a) examining best practices on rural water and sewer infrastructure and (b) assisting with a national scan of priorities for the Extension Disaster Education Network (EDEN). Changes/Problems:COVID-19 required many of the SRDC efforts to continue to adapt to new environments, primarily around translating learning and collaboration efforts into online platforms. Through this, the SRDC was able to advance efforts on all relevant goals and also develop and share new skills for online engagement. Specific steps are noted for each priority and goal. The Center will continue to develop pathways to resilient communities through (a) supporting the SERA 47 local and regional foods initiative as it establishes and launches its next 5-year SERA proposal in 2021. (b) SRDC will work with the National Digital Education Extension Team to develop the capacity building toolkit identified in recent months. (c) In support of growing research and Extension collaboration around heirs' property issues, SRDC will continue to support the teams formed in 2020, co-host a training for LGU professionals on heirs' property issues, support the recently launched AFRI project to look at the Racial Wealth Gap related to heirs' property. (d) The 2020 Census is complete. (e) Through Coming Together for Racial Understanding, which promotes dialogue around race and ethnicity, SRDC will launch a new state training, host a series of workshops to build capacity for dialogues in existing states, and support a research team exploring impacts further. Under the second priority, Building Strategic Partnerships, SRDC will (a) continue CREATE BRIDGES efforts within the six active states. (b) SRDC will continue to explore opportunities with the USDA Office of Partnership and Public Engagement to adapt to new prioritized needs of disadvantaged farmers/ranchers and their communities. (c) Support for leadership development efforts in the Southern Region Program Leadership Network will continue as the Center facilitates the annual meeting planning efforts and supports the committees throughout the year. (d) SRDC will continue to coordinate development of the annual Southern Region Community Resource Development Indicators report. For the third priority, the Center will continue to focus on mobilizing resources around emerging issues and opportunities by assisting the Extension Disaster Education Network (EDEN) with final reporting on the listening sessions. With support from the National Institute on Aging/National Institutes of Health, SRDC will work with Interdisciplinary Network on Rural Population Health and Aging in the coming year on applied research mentorship, assistance with mini-grants, a conference, and special issue of a journal to inform rural development in the context of population aging. Through involvement in this effort, the SRDC seeks to help build the capacity of rural-focused researchers and extension leaders to address aging in the south.

Impacts
What was accomplished under these goals? While COVID-19 continued to create challenges, the Southern Rural Development Center consistently worked to build capacity around key rural development issues across the South, and in some instances, across the nation, in partnership with Land-Grant Universities through Extension and research. This year's efforts resulted in 40 training workshops conducted, eight multi-state teams formed or supported, five curricula developed or expanded, $500,000 in new funds leveraged, multiple virtual engagement practices adopted, and several new partnerships established, each of which has served to advance rural development. Among the topics for these efforts were community dialogue around race relations, local foods, rural retail/tourism economies, socially disadvantaged farmers/ranchers, family farm financial planning, broadband, and heirs' property. More specific details are provided below. Under the three overarching goals, SRDC has completed the following: Priority One: Develop Pathways for Vibrant Communities. (a) SRDC continued to facilitate the SERA 47 Local Foods initiative through coaching of the leadership team, supporting their virtual webinar series, and helping to plan the annual meeting slated for December 2021. Additionally, SRDC has worked with the team in preparing its next SERA proposal due for review in fall 2021. (b) SRDC provided leadership to the National Digital Education Extension Team (NDEET), a national team of CES professionals working to build CES capacity to respond to broadband access and usage needs in communities. NDEET helped identify resources to support rural broadband efforts to adapt to COVID-19 challenges. This team also has identified a set of training needs around community planning and building digital literacy skills and has begun work to address these needs through a new training to be piloted in the coming year. (c) Building upon the work begun in 2017, SRDC, along with its partners, continue to build capacity to address heirs' property concerns. Five teams, formed in spring 2020, continue to meet with SRDC support to address concerns. The teams are research, education/outreach, partnership development, legal/policy and funding. A group including Mississippi State University, Tuskegee University, the Center for Heirs' Prosperity Preservation, and the U.S. Forest Service has already been able to leverage $499,998 to support research efforts. (d) SRDC provided webinars and a website to help disseminate timely communication in support of Extension efforts to promote rural participation in the 2020 Census. (e) Through SRDC leadership, Coming Together for Racial Understanding, a curriculum around community dialogue, was employed in a third training in Spring 2021 with three new states joining the previous 26 from 2018 and 2019. This training was completely virtual, lending new insights into how online processes can be adapted to build trust in remote groups. SRDC has continued to support these teams throughout the year through monthly coaching calls, emails, and webinars. A tandem research team has formed under SRDC's guidance to examine the ways participants feel supported in advancing civil dialogue efforts. This group led a Ripple Mapping process and tandem survey to gauge early impacts of efforts. Priority Two: Build Strategic Partnerships. (a) SRDC continued to oversee the CREATE BRIDGES initiative initiated in six regions across three states (Arkansas, Kentucky, Oklahoma). Three new states joined Phase II this year (Illinois, New Mexico, North Carolina) and were trained in a completely virtual setting. They have also done much of the community work remotely, again leading to new insights into virtual partnerships and education. (b) In partnership with the USDA Office of Partnerships and Public Engagement, SRDC facilitated one additional state (New Mexico) Community Summits in which rural community members engaged with USDA staff to explore opportunities for advancing the USDA Rural and Ag. Prosperity Priorities. Additionally, four other train-the-trainer workshops were held within this partnership covering Farm Family Finance, Strategies for Farm Bill Opportunities and Conservation, Heirs' Property, and Youth Development. These workshops put timely tools and information into the hands of LGU professionals and NGO professionals working to build local community capacity on these issues. (c) SRDC continued to provide support for the Southern Region Program Leadership Network by assisting in planning the annual meeting (which was online this year), providing logistic support for all committees throughout the year, and working closely with the Community Resource Development (CRD) committee (and other committees as appropriate) on issues related to rural development. (d) Specific to the work with the CRD committee, the SRDC facilitated gathering and reporting of annual regional indicators. Additionally, in 2021, a supplemental COVID-19 impact report was compiled, adding impact data specific to the pandemic to the report initiated last year. 3. Priority Three: Mobilize Resources around Emerging Issues. (a) In support of infrastructure, SRDC completed a literature review on water issues. (b) SRDC collaborated with Extension Disaster Education Network (EDEN) to facilitate state level listening sessions. SRDC helped to assemble results from these sessions which will be used to guide EDEN's future priorities. As a new emerging issue and in partnership with The Pennsylvania State University, Syracuse University, University of Colorado Boulder, and the University of Mississippi, the SRDC coordinated and hosted a two-day virtual conference as part of the Interdisciplinary Network on Rural Population Health and Aging (INRPHA).
