The Sun Grant Program was reauthorized in the 2014 Farm Bill to foster regional research to advance fruition of the bioeconomy and to administer region-focused competitive grants on biofuels, bioproducts, and bioenergy, as well as support program leadership provided through regional Sun Grant Centers. The objective of the Sun Grant Program is to address national energy needs and establish a national bioeconomy through coordinated regional research, education, and Extension activities focused on agriculture and forest-based biofuels, bioproducts, and biopower. The Sun Grant Program is structured to address bioenergy needs and priorities at local and regional levels. National research priorities are addressed in the context of regional feedstock resources and biogeographical and environmental conditions identified through regional stakeholder input. Goals / Objectives

Project Methods
SGP Regional Competitive GrantsThe funds provided through USDA/NIFA will be equally divided among the five Sun Grant regions. As specified in the Farm Bill authorization, and in the RFA, of the funds received by each of the five Sun Grant Centers, 75% will be distributed through the regional competitive grant program, 4% will be used to offset the costs of administering the regional competitive grants program, and 21% will be used to develop bioenergy research leadership and programs at the Sun Grant Centers.Each of the Sun Grant Centers will implement their own distinct regional competitive grants program, addressing national bioenergy priorities in a manner that is best adapted to their respective regional conditions. Each region has held stakeholder workshops and utilizes an advisory committee, which provides guidance for best addressing national priorities in the region's context. Each Sun Grant Center will develop a regional solicitation of grant proposals, ensure that that there is wide dissemination of this bioenergy research funding opportunity through the academic community, conduct a rigorous peer-review selection process, oversee the grants that are awarded, and report and disseminate the research findings that result. While the regional competitive grants programs are purposefully developed to be distinct, the five programs will coordinate through the SGA, as described above. Through regular meetings and teleconferences the Sun Grant Centers will closely collaborate in the development and implementation of their competitive grant programs. Some activities will be developed collectively, or one institution will take the lead on behalf of the others, such as providing a common platform for grant management through an online service at Oregon State University (Webnibus) and education and outreach through an online resource at the University of Tennessee (Sun Grant BioWeb).The SGP Centers will engage their respective regional advisory committees to consider the research priorities of the Administration, USDA, and the SGP strategic priorities discussed previously, and consider how to best address these priorities in the context of the biogeographical conditions and production resources in their region.Based on this review and discussion, each SGP Center will develop a draft RFA for their region.The Centers may choose to include a request for Letters of Intent as part of the RFA, and they may solicit pre-proposals that precede a request for full proposals.While each Center's RFA will consist of different regional research priority areas, eligibility information, the application process, and proposal review information will be consistent. The Centers will coordinate the release of their regional RFAs, potentially drawing on expertise and resources from their sister Centers for proposal review.Regional RFAs will be announced through the following networks:Directors of the state Agricultural Experiment StationsDirectors of the state Cooperative Extension ServicesThe Association of Public and Land-Grant UniversitiesWeb sites for each of the regional Sun Grant CentersResearch offices of regional universitiesSocial mediaThe regional Sun Grant Center will invite proposal submission using a web-based, submission and review tracking system known as Webnibus. This system is hosted by Oregon State University on behalf of all Sun Grant Centers and has been in use since 2006. Webnibus is designed so that researchers, peer reviewers, and authorized institutional representatives can log in with Internet access to work on, review, and approve grant proposals. Webnibus was created by Oregon Sea Grant and Central Web Services at Oregon State University (OSU) and is now available as open source software under the open software license. Several Sea Grant institutions use Webnibus for proposal competitions. It has been adapted for SGP's use by the Sun Grant Western Regional Center, which is administered by OSU's College of Agricultural Sciences/Agricultural Experiment Station (CAS). While each of the Sun Grant Centers manage their own respective regional competitive grant processes, the use of a common software application process ensures that applicants share a common experience and enables the SGP to track funding and projects across regions.The Peer Review ProcessEach of the Sun Grant Centers will convene peer review panels comprised of experts that are independent of the center. The peer review panels will be drawn from representation from academia, national laboratories, federal and state agencies, private industry, and public interest groups. The composition of the peer review panels will be selected in compliance with the guidance provided in the USDA-RFA.Outreach--Sun Grant BioWebThe Sun Grant BioWeb (http://bioweb.sungrant.org/) is an online resource that serves as a comprehensive reference for biomass and bioenergy information. The BioWeb has drawn from some of the country's top biomass authorities to provide a comprehensive analysis of the current state of biomass and alternative paths for biomass development, and to quantify impacts associated with biomass industry development, where possible. Content of the BioWeb is outlined along four major areas: Feedstocks, Biofuels, Biopower and Bioproducts. In each of these areas, research coordinators have assembled teams of research expertise. The coordinators facilitate and organize the contributions of the invited expert advisors (in various capacities) representing the spectrum of expertise in the biomass arena. A team of technical writers works with the research coordinators and expert contributors and advisors to prepare and publish the online monograph. Each of the four major areas of the outline includes a general overview, a technological assessment, an economic and market assessment and a policy assessment. Content sections are delivered in one of three versions, each successively providing more detail than the previous. One version provides an overview or abstract look at content. This is a short, condensed summary. The second version, tailored for general public audiences, will have more detail than the overview, but will not include detailed scientific procedures, data, and information. The third and most detailed version is termed the "academic" version. This level has the entirety of the content, with every detail included, and is aimed at academic and professional audiences. The BioWeb has been developed and maintained with lead support from the University of Tennessee.

This training is critical for workforce development. How have the results been disseminated to communities of interest?Various presentations have been made to diverse audiences. Other activities, such as field and lab tours, have also taken place with some of the projects. Research findings are also published in peer-reviewed journals. Depending on funding availability, we may also add other projects to the portfolio.

Impacts
What was accomplished under these goals? Each Sun Grant Regional Center has completed competitive solicitations and made awards to PIs. Streamlining has allowed the projects to be approved quickly once they are sent to and reviewed by staff at the NC Regional Center. During the reporting period, a number of competitively selected and internal projects were either initiated or are underway in each Regional Sun Grant Center. These projects cover a wide range of topics including feedstock production and development, biological and thermochemical conversion, feedstock preprocessing, economics, biobased product development, sustainability, modeling, and life cycle assessment. Workforce training is also emphasized through training of both undergraduate and graduate students as well as post-doctoral research associates. Highlights from each Regional Center are shown below: North Central Regional Sun Grant Center (South Dakota State University) Twelve competitive projects are underway with PIs and CoPIs in seven states in the North Central Sun Grant region. PIs are evaluating a number of important factors related to the bioeconomy including: Competition patterns among key perennial biomass feedstocks Production and sustainability of red cedar on marginally productive agricultural lands throughout the upper Midwest and northern Great Plains Achieving conservation and renewable energy goals with the Conservation Reserve Program Land Implications on soil erosion and water quality by growing dedicated perennial bioenergy crops on marginally productive croplands Utilizing pelleted corn stover biomass to reduce pretreatment severity Improving cold tolerance in sorghum in the northern Great Plains Evaluating the yield stability of prairie cordgrass across the region utilizing breeding and elite germplasm Developing sustainable biomaterials from corn stover Utilizing high throughput phenotyping to accelerate improvement of biomass sorghum Developing best management practices for the production of non-food oilseeds (Brassica carinata) in the northern Great Plains Quantifying the contribution of native and non-native pollinators to Brassica carinata yield and determining the impact of B. carinata on pollinator health Furthering the development of a crop enterprise and environmental budgeting tool (CE2T) for biomass cropping systems in the upper Midwest Three internal projects are also underway at South Dakota State University including: Developing lignocellulosic nanocomposites from prairie cordgrass and corn stalks for smart packaging applications Using genomic technologies to characterize sustainability traits in prairie cordgrass Endophytes of prairie cordgrass and their potential to increase environmentally sustainable biomass production Northeast Regional Sun Grant Center (Penn State University) During the last quarter of this reporting period, internal reviews of budgets and projects were conducted and eight competitive awards were submitted to South Dakota State University for streamlining approval. Authorization has been received for seven of these projects and funds were distributed to PIs in August 2017. New projects are taking place across eight states in the NE region and will be evaluating: Development of a novel pyrolysis process for the distributed production of deoxygenated, stable bio-oil Deployment of bio-energy carbon capture and sequestration technologies in the northeast and mid-Atlantic regions Cotreatment-enhanced thermophilic conversion of corn stover to ethanol in a novel reactor configuration Biobased lubricants and fuels: integration of chemical catalysis with mixed culture fermentation Production of novel biochars from Northeastern forestry feedstocks and their land application to enhance environmental sustainability of agricultural production systems Optimization of nutrient uptake in shrub willow and switchgrass to provide multiple ecosystem services Smart sorbent for selective removal of hydrogen sulfide from anaerobic digester gas The NE Regional Sun Grant Center also developed a process for making internal awards to Penn State PIs. Most of the noncompetitive funds will be distributed to the highest ranked proposals that competed but did not get awards through the competitive process. What was accomplished under these goals? Each Sun Grant Regional Center has completed competitive solicitations. Brief project descriptions are outlined below. North Central Sun Grant Center (South Dakota State University) Title: Improving cold tolerance in sorghum: a promising feedstock for biofuels and biobased products in the northern Great Plains PI and Institution: Marisol Berti, North Dakota State University Summary: Incorporating forage sorghum into existing crop rotations will provide a new source of forage and biomass feedstock while providing many ecosystem services. Title: Quantifying the contribution of native and non-native pollinators to Brassica carinata yield and carinata's impact on pollinator health PI and Institution: Charles Fenster, South Dakota State University Summary: The long-term goals of our collaborative project are to quantify the contribution of pollinators to carinata yield; the contribution of carinata to sustaining native pollinators, honey bees and honey yield; estimate the economic impact of carinata; and perform outreach. Title: Sustainable Oilseed Feedstocks: Development of best management practices for the production of Brassica carinata (L) in the Dakotas PI and Institution: Thandiwe Nleya, South Dakota State University Summary: This project will develop best management practices for the production of Brassica carinata through determination of optimum planting dates, optimum seeding rates, rotational impacts, nutrient requirements, and insect pests and disease management. Title: Accelerating improvement of biomass sorghum as biofuel feedstock via high throughput phenotyping PI and Institution: Yufeng Ge, University of Nebraska Lincoln Summary: Our hypothesis is that the emerging high throughput phenotyping will enable rapid and in vivo characterization of biomass yield, drought response, and cell wall composition of biomass sorghum plants. Title: Evaluation of Stability of Heterosis for Biomass Yield in Prairie Cordgrass on Marginal Land PI and Institution: D.K. Lee, University of Illinois Summary: The long-term goal of this project is to develop prairie cordgrass as a dedicated energy crop for sustainable feedstock production on marginally-productive lands in the region. Title: Use of Pelleted Biomass to Reduce Pretreatment Severity PI and Institution: Scott Pryor, North Dakota State University Summary: We will work with biomass pellets to determine conditions for effective pretreatment so that accurate information is available to incorporate into process and economic models. Title: Crop Enterprise and Environmental Budgeting Tool (CE2T) for Biomass Cropping Systems PI and Institution: Gregg Johnson, University of Minnesota Summary: Our goal is to provide a broad set of users with a decision support tool that can be used to make informed decisions about the economic and environmental value of perennial-based biomass crop production. Title: Sustainable materials from corn stover PI and Institution: Goutham Vemuri, Sasya, LLC Summary: The overall goal of this project is to use low-cost sugars produced from corn stover, using glycerol as a solvent, to sustainably produce bio-plastics and bio-polymers. Southeast Sun Grant Center (University of Tennessee) Title: High-Value Chemicals from Hemicellulose Hydrolyzates PI and Institution: Maren Roman, Virginia Tech Summary: This project will explore the potential technological and economic benefits of the production of high-value surfactants from hemicellulose fractions obtained from different feedstocks. Title: Omega-3 and Fatty Acid Production from Sweet Sorghum PI and Institution: Mark Blenner, Clemson University Summary: This proposal addresses problems associated with sorghum use with demonstration of valuable omega-3 fatty acid production from sorghum syrup and from sorghum bagasse. Title: Exploring molecular interactions affecting the recalcitrance of lignocellulosic feedstocks PI and Institution: Laurene Tetard, University of Central Florida Summary: The overarching goal of this proposal is to explore the core interactions between biopolymers of lignocellulosic cell walls using analytical metrology tools. Title: Enhanced biofuel production from lignocellulosic biomass employing metabolically engineered Clostridium beijerinckii and novel acetic-acid-based biomass pretreatment PI and Institution: Yi Wang, Auburn University Summary: The long-term goal is to develop an innovative biomass pretreatment method using acetic acid as the treatment reagent in order to improve the conversion of lignocellulosic biomass to biobutanol. South Central Sun Grant Center (Oklahoma State University) Title: Biochars from Excelsior Woody Biomass Residues for Improved Poplar Production PI and Institution: Catherine Brewer, New Mexico State University Summary: The long-term goal of this research is to improve the sustainability of the excelsior industry and the local forestry and agricultural systems by creating material movement cycles between forest, farm, and factory. Title: Cloud-based Decision Support System Integrating Biomass Quality, Uncertainty and Risk to Optimize the Production of Second-generation Biofuels PI and Institution: Krystel Castillo, University of Texas at San Antonio Summary: The long-term goal of this proposal is to enable the conversion of large quantities of biomass into a marketable product and identify a dominant biomass conversion technology for the industry. Title: Heat and Drought Effects on the Oil Formation of Southern Great Plains Winter Canola PI and Institution: Michael Stamm, Kansas State University Summary: The goals of this project are to develop a bio-based canola economy, promote sustainable production of wheat and canola through crop rotation, and coordinate efficiency of bio-energy research and development. Title: Butanol Production with High Yield and Carbon Conversion Using Novel Biocatalysts PI and Institution: Hasan Atiyeh, Oklahoma State University Summary: Our overarching goal is to increase butanol yield by more than 30% and improve the economics of production via the integrated novel conversion process and utilization of lignocellulosic biomass and CO2). Title: Low temperature plasma gasification to utilize diverse carbonaceous feedstocks PI and Institution: Ajay Kumar, Oklahoma State University Summary: We propose to develop a low-temperature non-thermal plasma gasification hybrid technology that can convert diverse organic feedstocks into syngas almost free of tar with low capital cost and low electric power required. Western Sun Grant Center (Oregon State University) Title: Juniper Biomass Optimization Project (JuBOP): Optimizing juniper utilization for bioenergy and biobased products and sageland steppe restoration PI and Institution: Kristin Tripp, USDA ARS, FSCRU Summary: The goal of the Juniper Biomass Optimization Project (JuBop) is to determine if an integrated strategy for juniper utilization can overcome the barriers to profitably combining sagebrush steppe restoration with production of juniper bioproducts. Title: Softwood sugar depot: a novel decentralized biomass conversion system to produce low cost intermediates for transportation fuel and value added chemicals PI and Institution: Jinwu Wang, Washington State University Summary: The goal of this project is to demonstrate a simple mechanical pretreatment of biomass that can be deployed in a depot style facility to produce cellulosic sugars and lignin.

    What was accomplished under these goals? The Southeast Regional Sun Grant Center completed a region-wide competitive solicitation during the reporting period. The summary information for each of the two selected projects follows. Title: Biomass Inorganic Impurities: Predicting their Release and Evaluating Strategies for their Removal During Gasification PI and Institution: Nourredine Abdoulmoumine, University of Tennessee Summary: The long-term goal of this project is to characterize and predict the release of biomass inorganics during gasification, ultimately improving lignocellulosic biomass conversion to advanced biofuels, chemicals, heat and power. Specifically, the project will complete three tasks: 1) to develop a computational fluid dynamic gasification (CFDG) model to predict inorganic (N, S and metals) release during biomass gasification; 2) to investigate the effect of a mineral acid free hot water extraction (HWE) pretreatment on inorganic reduction in biomass; and 3) to develop novel catalysts and sorbents for gas-phase capture. Title: Mechanical Refining Technology to Produce Low Cost Sugars from Biomass PI and Institution: Sunkyu Park, North Carolina State University Summary: The greatest challenge facing the bio-based economy is the ability to access low cost sugars and produce products that are cost-competitive with products derived from petroleum and natural gas. In the biochemical pathway, the cost of overcoming biomass recalcitrance through chemical and enzymatic pretreatment adds significant cost to the overall cost of production. This research will provide scientific and technical insights on the novel use of mechanical pretreatment technology to provide a platform for the production of low cost sugars from a variety of biomass sources.
