Commander, Navy Installations Command (CNIC) has partnered with the U.S. Department of Agriculture/National Institute of Food and Agriculture to expand outreach opportunities of the Navy-USDA partnership to support a research project to assess Morale, Welfare, and Recreation (MWR) business-specific programs for the purpose of developing written and electronic standardized operating guides across the Navy. These MWR programs deliver customer-focused programs and services that contribute to military retention and support the quality of life needs of Sailors and their family members. Standardized operating guides, the main deliverable for this project, will be developed by faculty in the Hospitality Management and Dietetics Department at Kansas State University. These guides will help promote, for staff members, an increase in knowledge and implementation of the best practices identified through private sector operations. Training needs will be assessed through face to face and audio interviews to inform the content of the operating guides. Interviews of private industry will reveal best practices for these types of MWF facilities. At the culmination of the project, written and electronic operating guides will be provided to Navy MWR facilities and leadership.

Project Methods
Four MWR facilities have been selected for piloting the new operating guides for the intent of providing consistency in service as well as management and employee training protocols. Even though these facilities are in different locations and differ is size and characteristics, establishing consistency across these operations would benefit Navy MWR administration in maintaining standards and providing quality services to stakeholders (military service members). Before contacting participants, an approval from the institutional review board (IRB) of Kansas State University for the use of human subjects will be obtained. Direct observations and manager/employee interviews will be conducted. Interview dialogs will be audio-recorded, transcribed verbatim, and used to identify the key performance standards and areas that stakeholders feel most need improvement. Themes, sub-themes, and practical advice for the researchers will be noted. Private facilities that are similar to the Navy MWR facilities in the U.S. will be visited to establish best practices. Management staff will be interviewed face to face or via teleconferencing to identify improvements needed. A variety of locations (n=12) will be sought to be included in this section of the methods. Once detailed operating guides are identified for each operation type, documents will be reviewed by Navy MWR leadership and management staff for content validity and subsequent editing. Once documents are developed and refined, final deliverables will be prepared to include printed and electronic copies of operating guides. Survey instruments will be developed to measure impact of implementing the operating guides. A pre and post-test will measure knowledge facility staff members have of operation standards. Observation and/or management self-reported data regarding employee behaviors will be used to assess employee behavior changes. Pre and post-surveys will be used to collect data on staff turnover. Management self-reporting will be used to obtain data on increased consistency across all MWR facilities. All of these measures will give us data to measure the impact on staff and service members of the new operating guides on MWR facility operations and management.

Target Audience:The target audience of this project was Navy MWR management and staff who provide services for the members of Navy, and their family and friends. Specifically, we reached out to management and staff of Liberty (Sailor recreational activities), motion picture theaters, bowling centers, and fitness centers. While all management and staff of these departments would access and benefit from our products, this grant focused on those who were involved in developing training materials and volunteering. Participants included: Fitness Facilities - reported previously. Liberty - HQ 5 individuals, filming volunteers 30 individuals (6 x 5 videos) Motion Picture Theaters - HQ 3 individuals, filming volunteers 8 individuals Bowling - HQ 2 individuals, filming volunteer 1 individual Changes/Problems:After initiating the Project, a significant change had occured - as shown in the first year's annual report. However, once the Navy MWR and the team at K-State agreed upon the expectations for the Project, no additional significant changes were made. The Navy MWR leadership has expressed appreciation for the usefulness of the training media. What opportunities for training and professional development has the project provided?Three graduate students were heavily involved in developing the training materials and videos. They have developed extensive training materials including printed resources andd training videos that will be utilized by installatsions for provide continued training/professional development. How have the results been disseminated to communities of interest?Per the agreement, the K-Satte team was not responsible for dissemination of materials. What was accomplished under these goals? Major goals of the project: Identify issues and challenges for each MWR operation - The problem of inconsistency among MWR operations had been identified by Navy MWR headquarter staff and managers. Once Navy leaders had identified the areas where job aid documents and video productions were needed, the K-State team (Co-PI and graduate students) developed the documents, drafted the video training contents and scripts, and finalized the plan. Establish benchmarks based on best practices of private sector operations - We used private sector and government resources for best practices for all training materials developed. Extensive references were used to model private sector operations' best practices. In addition, the developed training materials will be pilot tested in selected locations (5 locations in CONUS and 2 locations in OCONUS) to document usability and effectiveness of materials developed. Throughout the process, the team will work closely with the Navy MWR headquarter and the management staff.

    What was accomplished under these goals? Since December 2015, the team has been developing task lists (checklists), job aids, and training media as appropriate based on requests from the Navy MWR. At that time, Navy MWR headquarters requested a focus on fitness centers followed by movie theaters. By January 2017, we completed both assignments, and new directions have been discussed for the remainder of time as long as the funding is available. New assignments are in the areas of (1) the Navy MWR Liberty operation for outdoor activities and (2) all foodservice operations. The outlines for the Liberty job aid development have been shared with the Navy MWR and approved.

Changes/Problems:The original plan was for K-State researchers to develop desk guides, including the performance standards, for the Navy Morale, Welfare, and Recreation (MWR) operations. Shortly after we started, the Navy MWR requested a change to the scope of work for this project. Because Navy MWR facility managers are more aware of acceptable standards, they are to provide operating standards for the K-State research team. Based on these standards, the team will develop task lists (checklists), job aid, and media as appropriate starting with the fitness facilities. The final deliverables will be written (printed) and online training materials and job aids for managers and employees in various Navy MWR facilities. The priority will be given to the fitness facilities, aquatics, and activity programs based on the Navy MWR needs. Upon completing fitness operation training materials, the team will continue developing materials for movie theaters, golf courses, and bowling centers. In addition, the developed training materials will be pilot tested in selected locations (5 locations in CONUS and 2 locations in OCONUS) to document usability and effectiveness of the materials developed. Throughout the process, the team will work closely with the Navy MWR headquarters and management staff.       What was accomplished under these goals? The original purpose of the project was to develop "operating guides for Navy Morale, Welfare, and Recreation (MWR) facilities" so that these facilities can provide consistency in service as well as management and employee training protocols. Specific objectives were to (1) identify issues and challenges for each operation type through in-depth interviews of management staff and their employees and direct observations, (2) establish benchmarks based on best practices of private sector operations, and (3) develop operating guides for four major Navy MWR facilities (i.e., Fitness Facilities, Golf Courses, Motion Picture Theaters, and Bowling Centers). In December 2015, the project has changed to develop task lists (checklists), job aids, and media as appropriate starting with fitness facilities. As the team gathered standards for the operating guides, Navy MWR Headquarters realized that researchers had limitations identifying standards without being in the faciliteis all of the time. The leadership team realized that their staff and managers are content experts and changed charges for the team from developing operating guides to crafting more specific task lists, job aids, and necessary media to support training efforts of the Navy MWR facilities. The research team felt the new approach is more aligned with the expertise of the team and started developing training materials based on the standards provided by the Navy MWR program leaders. To date, the team has accomplished the following: 1. The team visited the Navy MWR Headquarters to identify the job priority. 2. The team visited the Navy bases in San Diego, CA area to observe Fitness, Bowling, Golf Course, and Movie Theater operations. 3. The team visited private fitness facilities in Asheville, NC and Manhattan, KS to benchmark with the private sector operations. 4. The quality gap survey instrument was developed and ready for a launch. 5. Task lists and job aids that were requested in January 2016 have been completed and being reviewed by the Navy MWR managers and headquarter personnel (as of March 11, 2016). Impact will be reported in the final report.
